It's the compost bin that the trash people empty. So any compostables go to the landfill and get turned into compost that people can then go get. It's an 'official' compost bin, although it's really just a temporary holding place that stinks to the high heavens until the trash people empty it. I suppose the holes are there so that it doesn't explode from decomposition gases. Or to let the ants in, I suppose.
